Workshop : Tax Shelter, Belgian public grant also for international coproduction

Tax Shelter is a tax incentive that has been successfully financing audiovisual production in Belgium for over 20 years. Since 1 January 2023, it has been extended to video game production. In 2022 the total budget of the Belgian Tax Shelter was more than 200 million euros. The system is open to Belgian productions as well as international co-productions with Belgium that meet certain criteria.

WHAT ARE THE ADVANTAGES FOR VIDEO GAME PRODUCTION IN BELGIUM?

  • The net investment return on average is +/- 25 % of the total production budget*.
  • Production expenses* are eligible in all the European Economic Area.
  • Producer (game development studio) receive the money upfront, once the Tax Shelter agreement and Investors contract are signed. 
  • Producer (game development studio) keep 100% of their revenues and full ownership of the IP. Tax Shelter Investors take no part in the game production’s development or decision-making.

* and maximum 70 % of the european eligible expenses capped at 2 500 000€

* qualifying production and exploitation expenses are eligible 6 months prior to the Tax Shelter Certificate and until the end of the production

Huei is a marketing & business guru in gaming, XR and emerging tech. She was a co-founder, founding partner at VR and Web3 gaming companies, where she led marketing, business, and partnerships. She has spearheaded numerous international collaborations across APAC, the US, and Europe. Her work spans marketing, community, product design, production, launches, and fundraising in the gaming, public institutions, culture, and education fields. Her deep interest in human behaviour drives her passion for creative product design, crafting unique interactions between products and audiences. Outside of work, she enjoys diving, social dancing, and the gym, and dedicates her free time to advising indie developers.

Marketing is the blend of art and business and should be part of game development from the beginning, aligning with the game’s production and launch.

In this workshop, Huei will split the room into two groups, each assigned to devise marketing campains for a game in early development.

Each team will have to come up with two radically different marketing approaches for their game, from community and social strategy to key art and messaging.

At the end, each group will AB test their work on the other group.

The result and reactions are guaranteed to surprise and will provide food for thought for the challenges – and fun – of bringing games to market in the rapidly evolving gaming landscape.

Europe Creative’s program comprises 3 sections:

  • a CULTURE section, broadly open to the cultural and creative sector: performing arts, contemporary art, music, heritage, architecture, literature, etc.
  • a MEDIA section, which specifically concerns the film, audiovisual and video game industries.
  • a cross-sectoral component that facilitates collaboration between creative sectors, and also covers the news media sector.

Intro keynote by Jorg Tittel: And now what ?

Jörg is a London based film- and game-maker. His game debut was the critically acclaimed The Last Worker (2023), the only game nominated at the 78th Venice Film Festival, and he’s the lead producer on A Winter’s Journey, a movie starring John Malkovich coming from Sony Pictures Classics in 2025.

Jörg founded RapidEyeMovers in order to put games at the centre of future entertainment and to apply his vast experience in film, live and transmedia production to making games in a more sustainable and innovative way.

Their first game, C-SMASH VRS, a collaboration with SEGA, was named Digital Foundry’s VR Game of 2023 and was nominated for a Golden Joystick Award. It came to PlayStation 5 (as a non-VR game) on 26th September 2024.

AAA games have shorter lifespans now than the batteries.

Indie gems get buried in landfills masquerading as stores.

Games media has finally succumbed to the same broken algorithms they’d been trying too hard to please.

Arts and entertainment have been here before.

How do we turn the gloom into a boom? And how do we stand on top of platforms instead of getting crushed?
